UK broadband speed test: what to expect
BT, Virgin Media, Sky, TalkTalk, Vodafone: speed numbers vary by ISP and the network underneath. Here's what's normal, what isn't, and how to escalate if your line doesn't deliver what was promised.
Who actually owns the UK fibre and cable
- Openreach (BT-owned but regulated separately): operates most of the FTTP/FTTC infrastructure. BT, Sky, TalkTalk, Vodafone and many others sell broadband over Openreach.
- Virgin Media O2: owns its own DOCSIS 3.1 cable network (~50% UK households) and is rolling out XGS-PON FTTP.
- CityFibre, Hyperoptic, Community Fibre: alternative network operators (altnets) building FTTP in selected cities. Vodafone and TalkTalk often white-label these.
Practical implication: BT and Sky on the same Openreach FTTP have physically identical lines. Differences come from peering, routing, and the supplied router.
What to expect from each UK ISP
Typical numbers for 1 Gbps plans, off-peak, over Ethernet, with your own router (not the ISP's).
BT
- Download: 800-950 Mbps on Openreach FTTP "Full Fibre 900".
- Upload: 100-110 Mbps (asymmetric on most BT FTTP plans), 900 Mbps symmetric on the new "Halo 4+" tier.
- Ping: 5-12 ms, strong UK peering.
- Strengths: Smart Hub 2 router, BT Sport, well-regarded customer support.
Virgin Media O2
- Download: 900-1100 Mbps on Gig1 (DOCSIS 3.1), peaks above advertised speeds common.
- Upload: 50-100 Mbps on cable (very asymmetric), 1 Gbps symmetric on new XGS-PON FTTP.
- Ping: 10-20 ms, slightly higher than Openreach FTTP.
- Strengths: highest download peaks in the UK, no Openreach fallback issues.
Sky Broadband
- Download: 700-900 Mbps on Sky Gigafast (Openreach FTTP).
- Upload: 100 Mbps (asymmetric) on most plans.
- Ping: 8-15 ms.
- Strengths: Sky Q TV bundles, Sky WiFi guarantees.
TalkTalk
- Download: 700-900 Mbps on Future Fibre (Openreach FTTP) or CityFibre 1 Gbps.
- Upload: 100-1000 Mbps depending on tier and network.
- Ping: 10-18 ms.
- Strengths: aggressive pricing, often the cheapest gigabit option.
Vodafone Broadband
- Download: 700-1000 Mbps on CityFibre or Openreach.
- Upload: 100-1000 Mbps on CityFibre symmetric tiers.
- Ping: 10-15 ms.
- Strengths: Pro II Wi-Fi 6 router, mobile + broadband bundling.
Minimum guaranteed speed: read your contract
UK ISPs that signed Ofcom's Voluntary Code of Practice on Broadband Speeds (BT, Sky, Virgin Media, TalkTalk, Vodafone, Plusnet and more) must:
- Provide an estimated download speed range at sign-up
- Provide a minimum guaranteed download speed
- Allow you to cancel penalty-free if real speed drops below the minimum and isn't fixed within 30 days
Examples of typical minimums:
- 900 Mbps FTTP: minimum often 200-500 Mbps download.
- 67 Mbps FTTC: minimum often 30-40 Mbps.
- 36 Mbps FTTC: minimum often 15-20 Mbps.
How to complain step-by-step
- Document the issue: 24+ tests over Ethernet across 3 days, varying time slots (especially peak 8-10 PM).
- Formal complaint to your ISP: written submission requesting a complaint reference and 30-day commitment.
- Deadlock letter or 8 weeks unresolved: you can escalate to ADR (Alternative Dispute Resolution).
- ADR scheme: CISAS (cisas.org.uk) or Ombudsman Services Communications (ombudsman-services.org). Both free, binding on the ISP, can award compensation.
- Ofcom: regulator, doesn't handle individual disputes but tracks complaints and publishes quarterly league tables.
Is switching ISP worth it?
Honest answer: switching ISP rarely changes line quality, since the underlying fibre/cable is the same (unless you cross between Openreach and Virgin Media). What changes: the router, customer service, price.
Switching makes sense when:
- You move from FTTC to FTTP (technology change).
- You switch from Openreach to Virgin Media (or vice versa).
- You want symmetric upload (rare on Openreach, available on CityFibre/Hyperoptic via Vodafone/TalkTalk).
- The price is significantly better (typical when contracts roll off into out-of-contract pricing).

Which UK ISP is fastest?
Virgin Media has highest cable peaks. On Openreach FTTP, BT, Sky, TalkTalk and Vodafone are within 5-10% of each other.
What is the Ofcom Voluntary Code?
Mandates minimum guaranteed speeds and the right to cancel penalty-free if speeds aren't met for 30 days.
How do I complain about slow broadband?
Formal complaint to ISP, then ADR (CISAS or Ombudsman Services) after 8 weeks or deadlock.
Does switching ISP improve speed?
Only if you change network technology. Same network = same line.
